WICHITA, Kan. (AP) — Fierce winds and snow that caused fatal road accidents and shuttered highways in five states, crawled deeper into the Great Plains early Tuesday, with forecasters warning that pre-holiday travel would be difficult if not impossible across the region.
Hotels were filling up quickly along major roadways from eastern New Mexico to Kansas, and nearly 100 rescue calls came in from motorists in the Texas Panhandle as blizzard conditions forced closed part of Interstate 40, a major east-west route, Monday night.
About 10 inches of snow had fallen in western Kansas before dawn Tuesday and several more inches along with strong wind gusts were expected, National Weather Service meteorologist Marc Russell said.
"We're talking about whiteout conditions," he said.
Heather Haltli, 29, and her husband were traveling from their home at Hill Air Force Base in Utah to attend a family funeral in Abilene, Texas, but the storm slowed them down so badly that they had to take refuge at the Comfort Inn in Garden City, Kan.
"We've been traveling about 20 miles per hour all the way from Denver," Haltli said Tuesday. She said they had passed up to 15 wrecks including rollovers, upside down cars and jackknifed trucks as they drove through Colorado.
"I don't think we'll be able to make the funeral, but we'll keep going," she said.
Snowpack and icy conditions forced the closure of roadways across western and southwestern Kansas, including a western section of the I-70, the main thoroughfare that traverses the state.
"Southwest Kansas is pretty much shut down completely," Derek Latham, a dispatcher for the Kansas Highway Patrol in Salina said early Tuesday. "I have one trooper who almost went into a ditch this morning, and he came across four other cars that went into a ditch. That was just this morning."
The storm was blamed for at least six deaths Monday, authorities said. Four people were killed when their vehicle collided with a pickup truck in part of eastern New Mexico where blizzard-like conditions are rare, and a prison guard and inmate died when a prison van crashed along an icy roadway in eastern Colorado.
The late-autumn snowstorm lumbered into the region Monday, turning roads to ice and reducing visibility to zero. The conditions put state road crews on alert and had motorists taking refuge and early exits off major roads across the region.
In northern New Mexico, snow and ice shuttered all roads from Raton to the Texas and Oklahoma borders about 90 miles away. Hotels in Clayton, N.M., just east of where the three states touch, were nearly full.
Linda Pape, general manager of the Clayton Super 8 motel said it was packed with unhappy skiers who had been headed to lodges in Colorado and elsewhere in New Mexico.
"They lost a day or two of skiing, and they had budgeted an amount of money they were going to spend, and now they have to spend more staying somewhere else," she said.
Pape said it's not uncommon for skiers to get stuck in Clayton during the winter, and she keeps two freezers and a refrigerator stocked in case roads are closed.
"They are not happy, but we are not letting them go hungry," she said.
The storm came after much of the country had a relatively mild fall. With the exception of the October snowstorm blamed for 29 deaths on the East Coast, there's been little rain or snow. Many of the areas hit Monday enjoyed relatively balmy 60-degree temperatures just 24 hours earlier.
The snow moved into the Oklahoma Panhandle early Monday, and 1.5 inches accumulated in about an hour, said Vicki Roberts, who owns the Black Mesa Bed and Breakfast in Kenton. Her inn sits at the base of the 4,973-foot-tall Black Mesa, the highest point in Oklahoma. Looking out her window, she couldn't see it.
"I have a mail route and I'm not going," Roberts said. "You just don't get out in this. We'll be socked in here. If we lose power, we'll just read a book in front of the fireplace."
Travel throughout the region was difficult. New Mexico shut down a portion of Interstate 25, the major route heading northeast of Santa Fe into Colorado, and Clayton police dispatcher Cindy Blackwell said her phones were "ringing off the hook" with calls from numerous motorists stuck on rural roads.
Bill Cook, who works at the Best Western in Clayton, said he hadn't seen such a storm since the 1970s, when cattle had to be airlifted with helicopters and the National Guard was called in to help out. His hotel was packed Monday with people "happy they have a room," and some of the children were playing outside in the snow.
Keith Barras, the owner of the Eklund Hotel, a landmark in Clayton since the 1890s, said guests were happily milling around the lobby and he expected to be full by nightfall.
"We have lots of board games, one of our customers has a guitar, we have a piano, so there'll be a party tonight," Barras said.

You have undoubtedly noticed the Mayan Long Count calendar in the news this week. Headlines read "Not The End of The World" and similar.
Widely quoted was Sven Gronemeyer who said There's nothing apocalyptic in the date.
Another expert, etchings specialist Erik Velasquez, said There is no prophecy for 2012 - it is a marketing fallacy.
They are both technically correct, for archaeologists are yet to discover any Mayan writings that describe an apocalyptic event for Dec 21, 2012.
I don't know what prompts these experts to make media statements, but they are certainly trying to pre-empt the other 2012 stories that I expect will appear later this month. Do they like to see their name in the newspapers, or are they part of a conspiracy to hide the truth? Or perhaps just a little bit of both?
Regardless of their level of expertise, their comments are only opinion, not fact. Absence of evidence is not evidence of absence. The best evidence of what the Mayans probably believed about the end of their Long Count calendar can be found in the Popol Vuh.
In Mayan mythology (as told in the Popol Vuh) each Long Count cycle is a world age in which the gods attempt to create pious and subservient creatures.
The First Age began with the creation of the Earth, and it had upon it vegetation and living beings. Unfortunately, because they lacked speech, the birds and animals were unable to pay homage to the gods and were destroyed. In the Second and Third Ages the gods created humans of mud and then wood, but these also failed to please and were wiped out. We are currently in the Fourth and Final Age, the age of the modern, fully functional human.
The previous ages all ended with humans being destroyed by a natural disaster. The current age is about to end, just 12 months from now. Would it be fair to presume that the Mayans were expecting another natural disaster? I think so, and the orthodox experts surely know deep down that it is a possibility, but they won't share that with us, in case they get told off for scaremongering.

George A. Romero was an early contributor to the genre with his 1968 film, Night of the Living Dead.
The founding work of the genre was Richard Matheson's novel I Am Legend (1954), which featured a lone survivor named Robert Neville waging a war against a human population transformed into vampires.[1] The novel has been adapted into several screenplays, including The Last Man on Earth (1964), starring Vincent Price, and The Omega Man (1971), starring Charlton Heston. A 2007 movie version also titled I Am Legend starred Will Smith in a more contemporary setting.[2] George A. The literary subtext of a zombie apocalypse is usually that civilization is inherently fragile in the face of truly unprecedented threats and that most individuals cannot be relied upon to support the greater good if the personal cost becomes too high.[4] The narrative of a zombie apocalypse carries strong connections to the turbulent social landscape of the United States in the 1960s when the originator of this genre, the film Night of the Living Dead, was first created.[5][6] Many also feel that zombies allow people to deal with their own anxiety about the end of the world.[7] Kim Paffenroth notes that "more than any other monster, zombies are fully and literally apocalyptic ... they signal the end of the world as we have known it."[8]

SPARKS, Okla. (AP) — Another small earthquake has been reported in Oklahoma.
The U.S. Geological Survey says a 3.2 magnitude quake struck just before 6 a.m. Sunday about 27 miles northeast of Oklahoma City. The Logan County Sheriff's Office says no damage was reported
On Saturday, a 2.4 magnitude tremor was recorded at about 7 a.m. about 50 miles northeast of Oklahoma City near Sparks.
Sunday's earthquake is the sixth in the area since Thursday, when a 3.7 magnitude quake was recorded near Prague. Three more were recorded Friday.
A 5.6 magnitude quake, the strongest ever recorded in Oklahoma, shook the state Nov. 5. That quake damaged dozens of homes, buckled a highway and caused other damage.
Geologists say earthquakes with magnitudes of 2.5 to 3.0 are generally the smallest felt by humans.

The perfect storm-be perpared
Western Massachusetts Electric Company (WMECO) officials are cautioning customers to be prepared for the possibility of multi-day power outages as a result of the ongoing winter storm.
With up to 15 inches of snow and wind gusts of up to 45 mph predicted for higher elevations, customers are being advised to prepare for the possibility of a multi-day outage by having a storm kit -- including a flashlight, battery-operated radio, first aid supplies, important phone numbers, warm clothing and blankets -- ready in case power is out for an extended period. Cell phones and laptop computers should be kept fully charged. Customers who rely on special medical equipment should also make alternative arrangements.
All WMECO line crews are on call, bolstered by the assistance of additional line and tree crews. Overnight crews will be assisting local officials in clearing roads and making the system safe.
The company is also reminding customers to take caution if using a generator. A generator should only be installed by a licensed electrician and should only be operated outdoors.
With downed power lines, a probability due to the heavy snow on trees still beaing leaves, WMECO is urging people to always treat downed wires as live and stay at least 10 feet away.
Anyone needing to report an emergency or power outage, call 877-659-6326.

STATE COLLEGE, Pa. (AP) — An unusually early and powerful nor'easter dumped wet, heavy snow Saturday from the mid-Atlantic to New England, toppling leafy trees and power lines and knocking out electricity to more than 2 million homes and businesses.
Communities inland were getting hit hardest, with eastern Pennsylvania serving as the bull's-eye for the storm. West Milford, N.J., about 45 miles northwest of New York City, had received 15.5 inches of snow by Saturday night, while Plainfield, Mass., had gotten 14.3 inches. New York City's Central Park set a record for both the date and the month of October with 1.3 inches of snow.
More than 2.2 million customers lost power from Maryland north through Massachusetts, and utilities were bringing in crews from other states to help restore it. More than half a million residents in New Jersey, Pennsylvania and Connecticut were without power, including New Jersey Gov. Chris Christie. By late Saturday, the storm had vacated most of Pennsylvania and was tracking northeast.
Throughout the region, officials had warned that the early storm would bring sticky snow on the heels of the week's warmer weather and could create dangerous conditions. New Jersey, Connecticut and Massachusetts declared states of emergencies. Connecticut authorities blamed at least one traffic death on the storm.
"It's a little startling. I mean, it's only October," said Craig Brodur, who was playing keno with a friend at Northampton Convenience in western Massachusetts, which had received about 4 inches of snow by Saturday night.
And the storm was expected to worsen as it swept north. The heaviest snowfall was forecast for later in the day into Sunday in the Massachusetts Berkshires, the Litchfield Hills in northwestern Connecticut, southwestern New Hampshire and the southern Green Mountains. Wind gusts of up to 55 mph were predicted especially along coastal areas.
Some said that even though they knew a storm was coming, the severity caught them by surprise.
"This is absolutely a lot more snow than I expected to see today. I can't believe it's not even Halloween and it's snowing already," Carole Shepherd of Washington Township, N.J., said after shoveling her driveway.
The storm disrupted travel along the Eastern Seaboard. Philadelphia International Airport, Newark Liberty International Airport and John F. Kennedy International Airport all had hourslong delays Saturday. Amtrak suspended service between Philadelphia and Harrisburg, Pa., and commuter trains in Connecticut and New York were delayed or suspended because of downed trees and signal problems.
Residents were urged to avoid travel altogether. Speed limits were reduced on bridges between New Jersey and Pennsylvania. A few roads closed because of accidents and downed trees and power lines, and more were expected, said Sean Brown, a spokesman for the Pennsylvania Department of Transportation.
The storm came on a busy weekend for many, with trick-or-treaters going door-to-door in search of Halloween booty, hunting season opening in some states and a full slate of college and pro football scheduled.
But the snow didn't deter the travel plans of Dave Baker, who's been going to Penn State football games for 45 years and made the 200-mile drive from Warminster, outside Philadelphia. He merely adjusted his packing list: Out went the breakfast fixings — his group ate early at a restaurant rather than at the tailgate — in stayed the burgers and hot dogs. And the cold came in handy.
"I didn't have to buy as much ice for the beer," he said.
Elsewhere outside the stadium, 11-year-old Cody Carnes of Pittsburgh made a large snowball as he sweated underneath five layers of clothes — a rain slicker, coat, sweatshirt, T-shirt and thermal. Another fan wore a foam Donkey Kong costume headpiece as he walked to a tailgate.
"It keeps my head nice and warm," explained Matt Langston, 25, a graduate student from Harrisburg.
In eastern Pennsylvania, snow caused widespread problems. It toppled trees and a few power lines and led to minor traffic accidents, according to dispatchers. Allentown, expected to get 4 to 8 inches, is likely to break the city's October record of 2.2 inches set on Halloween in 1925.
Philadelphia was seeing mostly rain, but what snow fell coated downtown roofs in white. The city was expected to get 1 to 3 inches, its first measurable October snow since 1979, with a bit more in some suburbs, meteorologist Mitchell Gaines said.
The last major widespread snowstorm to hit Pennsylvania this early was in 1972, said John LaCorte, a National Weather Service meteorologist in State College.
Southern New Jersey was soaked with heavy rains and winds that ranged from 20 to 35 mph, while northern communities awaited the arrival of 5 to 10 inches of snow. Jersey Central Power & Light, which was heavily criticized for being too slow to restore power following Hurricane Irene, had hundreds of workers set to be deployed.
Parts of New York saw a mix of snow, rain and slush that made for sheer misery at the Occupy Wall Street encampment in New York City, where drenched protesters hunkered down in tents and under tarps as the plaza filled with rainwater and melted snow.
Technically, tents are banned in the park, but protesters say authorities have been looking the other way, even despite a crackdown on generators that were keeping them warm.
"I want to thank the New York Police Department," said 32-year-old protester Sam McBee, decked out in a yellow slicker and rain pants. "We're not supposed to have tents. We're not supposed to have sleeping bags. You go to Atlanta, they don't have it. You go to Oakland, you don't have it. And we got it."

By late Saturday, the storm had vacated most of Pennsylvania and was tracking northeast.
Throughout the region, officials had warned that the early storm would bring sticky snow on the heels of the week's warmer weather and could create dangerous conditions. New Jersey, Connecticut and Massachusetts declared states of emergencies. Connecticut authorities blamed at least one traffic death on the storm.
"It's a little startling. I mean, it's only October," said Craig Brodur, who was playing keno with a friend at Northampton Convenience in western Massachusetts, which had received about 4 inches of snow by Saturday night.
And the storm was expected to worsen as it swept north. The heaviest snowfall was forecast for later in the day into Sunday in the Massachusetts Berkshires, the Litchfield Hills in northwestern Connecticut, southwestern New Hampshire and the southern Green Mountains. Wind gusts of up to 55 mph were predicted especially along coastal areas.
Some said that even though they knew a storm was coming, the severity caught them by surprise.
"This is absolutely a lot more snow than I expected to see today. I can't believe it's not even Halloween and it's snowing already," Carole Shepherd of Washington Township, N.J., said after shoveling her driveway.
The storm disrupted travel along the Eastern Seaboard. Philadelphia International Airport, Newark Liberty International Airport and John F. Kennedy International Airport all had hourslong delays Saturday. Amtrak suspended service between Philadelphia and Harrisburg, Pa., and commuter trains in Connecticut and New York were delayed or suspended because of downed trees and signal problems.
Residents were urged to avoid travel altogether. Speed limits were reduced on bridges between New Jersey and Pennsylvania. A few roads closed because of accidents and downed trees and power lines, and more were expected, said Sean Brown, a spokesman for the Pennsylvania Department of Transportation.
The storm came on a busy weekend for many, with trick-or-treaters going door-to-door in search of Halloween booty, hunting season opening in some states and a full slate of college and pro football scheduled.
But the snow didn't deter the travel plans of Dave Baker, who's been going to Penn State football games for 45 years and made the 200-mile drive from Warminster, outside Philadelphia. He merely adjusted his packing list: Out went the breakfast fixings — his group ate early at a restaurant rather than at the tailgate — in stayed the burgers and hot dogs. And the cold came in handy.
"I didn't have to buy as much ice for the beer," he said.
Elsewhere outside the stadium, 11-year-old Cody Carnes of Pittsburgh made a large snowball as he sweated underneath five layers of clothes — a rain slicker, coat, sweatshirt, T-shirt and thermal. Another fan wore a foam Donkey Kong costume headpiece as he walked to a tailgate.
"It keeps my head nice and warm," explained Matt Langston, 25, a graduate student from Harrisburg.
In eastern Pennsylvania, snow caused widespread problems. It toppled trees and a few power lines and led to minor traffic accidents, according to dispatchers. Allentown, expected to get 4 to 8 inches, is likely to break the city's October record of 2.2 inches set on Halloween in 1925.
Philadelphia was seeing mostly rain, but what snow fell coated downtown roofs in white. The city was expected to get 1 to 3 inches, its first measurable October snow since 1979, with a bit more in some suburbs, meteorologist Mitchell Gaines said.
The last major widespread snowstorm to hit Pennsylvania this early was in 1972, said John LaCorte, a National Weather Service meteorologist in State College.
Southern New Jersey was soaked with heavy rains and winds that ranged from 20 to 35 mph, while northern communities awaited the arrival of 5 to 10 inches of snow. Jersey Central Power & Light, which was heavily criticized for being too slow to restore power following Hurricane Irene, had hundreds of workers set to be deployed.
Parts of New York saw a mix of snow, rain and slush that made for sheer misery at the Occupy Wall Street encampment in New York City, where drenched protesters hunkered down in tents and under tarps as the plaza filled with rainwater and melted snow.
Technically, tents are banned in the park, but protesters say authorities have been looking the other way, even despite a crackdown on generators that were keeping them warm.
"I want to thank the New York Police Department," said 32-year-old protester Sam McBee, decked out in a yellow slicker and rain pants. "We're not supposed to have tents. We're not supposed to have sleeping bags. You go to Atlanta, they don't have it. You go to Oakland, you don't have it. And we got it."

Washington D.C earthquake-what is going on?
Colorado, Virginia, California: three earthquakes across the United States in three days. Aside from the apocalyptic questions some are raising, was this more than an earth-trembling coincidence? Or was there some scientific connection between these three events?
First there was the magnitude 5.3 earthquake near Trinidad, Colo., the largest earthquake in the state since 1973. Then a magnitude 5.8 quake centered in Mineral, Va., jarred a region from Charleston, S.C. to Boston. Finally, there was a relatively mild 3.6 rattler in the San Francisco area Tuesday night.
What’s going on here?

Storms in Arkansas
HOT SPRINGS, Ark. -- A storm that produced strong winds killed one woman in Hot Springs and left scattered damage in three counties.
Police Cpl. McCrary Means said the woman had stopped for traffic Sunday afternoon when she was killed by a tree blown onto her pickup truck. Her name was not immediately released.
The National Weather Service reports that trees were uprooted and caused minor damage to buildings in Garland, Lincoln and Ouachita counties. The weather service said quarter-sized hail fell in Garland and Polk counties.

Residents of Franklin and Johnson counties continued efforts at cleanup, repair and recovery Thursday from tornadoes that brought death and heavy damage to their communities a week ago.
"We're catching up," said Fred Mullen, coordinator of the Franklin County Office of Emergency Management.
Mullen said government officials were putting finishing touches on applications for public assistance — repair of infrastructure and reimbursement for services performed — that are being submitted to the Federal Emergency Management Administration.
Meanwhile, FEMA officials are assessing and calculating the impact of the storms on personal property and livelihood.
Mullen said it would likely be next week before President Barack Obama issues a federal disaster declaration, enabling FEMA to begin work on individual disaster assistance claims.
Tommy Jackson, public information officer with the Arkansas Department of Emergency Management, said FEMA calculations on damage will be released this week.
Mullen said cleanup in Denning and Etna, Franklin County areas hardest hit by the tornado, is progressing, with debris being stacked for collection.
FEMA guidelines specify debris should be sorted as wood items, white goods, scrap metal, vegetation and miscellaneous debris, and placed at the edge of private property for easier collection.

Crawford county tornado
LITTLE ROCK — The National Weather Service in Tulsa has assigned a preliminary EF-1 rating to a tornado that moved through northwestern Arkansas.
Forecasters say a twister touched down about a half-mile west-southwest of Dora in Crawford County either late Tuesday or early Wednesday and traveled about 5.25 miles before lifting about a mile southwest of Rena.
The weather service said it had winds of up to 105 mph and damaged numerous trees in the area.
The tornado was one of several that plowed through the region, killing two in Franklin County and two in Johnson County.
The weather service had assigned preliminary ratings of EF-3 to a storm that moved through Franklin County and EF-2 to the Johnson County storm.

Death toll at 139 in Joplin,Mo. disaster
JOPLIN, Missouri — An official in Joplin, Missouri, says the death toll from massive tornado has risen to at least 139 people.
City spokeswoman Lynn Onstot released the updated total Saturday. It rose by seven from the last total.
The state has been working to pare down the list of people missing and unaccounted for in the wake of the deadliest single U.S. twister in more than six decades. It said Friday that the original list of 232 missing or unaccounted for residents had dropped to 156 by Friday, and planned to give an updated total later in the day.
Numbers describing last Sunday’s storm are nothing short of numbing. The tornado — an EF5 monster packing 200 mph winds — was the deadliest since 1950 and more than 900 people were injured.

The Survivalist in all of us
You don't have to live in the woods to be a survivalist, as plenty of New Yorkers proved after 9/11. That determination to survive, to walk home, barefoot, bloody and covered in ash, shows that there is a little bit of a survivalist in thousands of New Yorkers. We're betting its there in you, too. Here's your first lesson: Do not count on others to protect you. The police usually cannot stop a murder, a sniper attack or terrorist act from occurring, only arrest those who have committed it and hope it serves a deterrent. The government cannot always stop terrorists, only kill them afterwards and try to track down their leadership. The first lesson of being a survivalist is that you must be responsible for your own well-being. You must protect yourself.

Protecting Your Stuff
If luck or planning lets your live through the immediate disaster -- the hurricane passes, the earthquake dies down or the riots are quelled -- you are faced with the longer task of living through the aftermath. All the topics we've dealt with earlier -- food, water, shelter and emergency medicine -- are critical. But you have to hang on to all four to survive, and many of those who are less-prepared may envy your stash and wish to make it their own. See the scenario we put together for an example.
You need to protect yourself both from those who see the situation as an opportunity to cash in and those who are so desperate they have no way to survive except by taking your stuff. You will run into the first (criminals) early in a long-term survival situation. The second will be a later phenomenon, after their meager supplies have petered out and the hand of government is nowhere to be found.
There are several steps you can take to protect yourself from these and others who threaten your survival:
Keep a low profile. The fewer people who know you have a huge stash of food and water, the less who will turn to you. This also means don't flaunt it and create resentment. Don't be boiling beef stew in the afternoon over a backyard fire when others are starving and not expect trouble. Instead, use a camp stove in your fireplace late at night.
Do not seek to profiteer from your advanced planning. This will result in resentment and possible retribution. If you have a surplus and wish to part with some goods, you will earn friends by giving it away or selling it at cost. If you sell it at ridiculously high prices, you'll earn nothing but hate and resentment. (Frankly, Captain Dave feels your better off keeping or using surplus items for trade.)

A semi-automatic battle rifle, such as a AR-15, FAL, H&K, AK-47, SKS or Ruger mini 14. At least one for every two adults capable of firing it. An AR-15 is preferred because it has ammo and parts interchangability with our country's standard issue weapon.
A large scope-equipped rifle capable of engaging man-sized targets 400 yards or more.
Stock up on high-capacity magazines and ammunition as well. Captain Dave recommends a minimm of 10 high-capacity magazines and 1,000 rounds for your "battle" rifles. Additional ammunition is a good idea. If you do not need to use it, it can be an excellent barter item.

Suppose you only have a pistol and a .22 rifle. Well, you're better off than many. There's a good bit of truth to clichés like "better a hit with a .22 than a miss with a .45." Hopefully, just the visible presence of a firearm will be enough to quell any problems.

There are several steps you can take to protect yourself from these and others who threaten your survival:
Keep a low profile. The fewer people who know you have a huge stash of food and water, the less who will turn to you. This also means don't flaunt it and create resentment. Don't be boiling beef stew in the afternoon over a backyard fire when others are starving and not expect trouble. Instead, use a camp stove in your fireplace late at night.
Do not seek to profiteer from your advanced planning. This will result in resentment and possible retribution. If you have a surplus and wish to part with some goods, you will earn friends by giving it away or selling it at cost. If you sell it at ridiculously high prices, you'll earn nothing but hate and resentment. (Frankly, Captain Dave feels your better off keeping or using surplus items for trade.)

Public enemy #1 is Dead
WASHINGTON (Reuters) – U.S. forces finally found al Qaeda leader Osama bin Laden not in a mountain cave on Afghanistan's border, but with his youngest wife in a million-dollar compound in a summer resort just over an hour's drive from Pakistan's capital, U.S. officials said.
A small U.S. team conducted a night-time helicopter raid on the compound early on Monday. After 40 minutes of fighting, bin Laden and an adult son, one unidentified woman and two men were dead, the officials said.
U.S. forces were led to the fortress-like three-story building after more than four years tracking one of bin Laden's most trusted couriers, whom U.S. officials said was identified by men captured after the September 11, 2001 attacks.

On Wednesday, more than 150 tornadoes were reported in the southeastern United States. Bob Henson, a meteorologist with the National Center for Atmospheric Research in Boulder, Colo., said he "wouldn't at all be surprised," to see some of those storms rated as EF-5, the highest rating on the Enhanced Fujita Damage scale, with winds faster than 200 mph.
Already, one tornado that killed 14 people in Smithville, Miss., has been given the top rating, the first EF-5 in the United States in three years.
The deadly combination of strength and location, with the populous cities of Birmingham and Tuscaloosa, Ala., has created one of the highest death tolls in decades.
"Any tornado going through the heart of the city like that is going to cause major damage," Henson told OurAmazingPlanet.
Historic outbreak
The latest outbreak wasn't just a few tornadoes in a few small towns. Preliminary reports suggest that this outbreak could be among the biggest of all time. Tornadoes roared on the ground for hours and traveled miles between cities. One twister may have traveled the 60 miles (97 kilometers) from Tuscaloosa, Ala., to Birmingham.
"It looks like it was a very long-track tornado and those don't happen that often," Henson said.
That tornado could be responsible for most of Alabama's 228 reported fatalities. When the damage assessments are finished, the deadly outbreak will likely be the deadliest since 1974, when 308 people were killed. The deadliest outbreak of all time is believed to be the Tri-State Tornado of March 18, 1925, which killed 695 people in Missouri, Illinois and Indiana.
Those massive death tolls are rare today. Tornado-related deaths have plummeted as forecasts and warnings have become more precise. The 2000 to 2009 average for annual tornado-related fatalities is 62, according to the National Climatic Data Center.
Deadly Dixie
Dixie Alley, the focus of this year's tornado season, is notoriously deadly. Even a small tornado there can be deadly.
Unlike the flat, grass-covered plains of Tornado Alley, tornadoes are hard to see in Dixie Alley. Trees and hilly terrain obscure funnel clouds, a problem made even worse by the region's high rate of nighttime tornadoes, which can hit when people are sleeping.
Often, tornadoes can be cloaked in rain, hiding even the most massive twisters.
To make matters worse, Dixie Alley is home to many manufactured houses and mobile homes that have weak walls and poor -- or nonexistent -- foundations. Before the April 27 outbreak, more than half of this year's tornado-related deaths had occurred in mobile homes.
Storm surveys are still ongoing, but it's likely that mobile home deaths were common during the most recent tornado outbreak as well.

Obama toured smashed homes and met survivors on a visit to the worst-hit state, Alabama. It was one of seven southern states mauled by recent tornadoes and storms which have caused insured losses of between $2 billion and $5 billion, according to one catastrophe risk modeler's estimate.
"We are going to do everything we can to help these communities rebuild," Obama told reporters in Tuscaloosa, a university city in Alabama that was devastated by the tornadoes.
The destruction inflicted this week by the twisters, which flattened whole neighborhoods, was the deadliest natural catastrophe since Hurricane Katrina in 2005.
"I have never seen devastation like this. It is heartbreaking," said Obama, accompanied by his wife Michelle and Alabama Governor Robert Bentley. "This is something I don't think anyone has seen before."

Tornado Survival 101: How to Stay Safe During a Tornado
Pay Attention to Warnings
When the NWS sends out any tornado alerts or warnings, tune to the NWS radio, FEMA said. The station is dedicated to giving 24/7 updates on current weather conditions. Your local radio and TV stations will also announce NWS alerts.
Even if a tornado watch is issued for your area, stay inside and be aware of changing weather conditions.
Visit the National Oceanic and Atmospheric Administration's website to track the country's most dangerous storms.
Sometimes it's as simple as looking out your window. FEMA advises that as long as the storm hasn't already hit, check the sky for the following danger signs:
Dark, often green sky
Large hail
Large, dark, low-lying cloud (particularly if rotating)
Strong wind that sound like a loud roar. It's often been described as similar to a freight train

"Mobile homes, even if tied down, offer little protection from tornadoes," FEMA says on its site.
If you're outside and there's no shelter available, get as low as you can. Head for a ditch or land depression and cover your head, FEMA recommends. Do not go under a bridge or overpass.
One thing FEMA says not to do that could be a natural instinct for most: Do not try to outrun the twister if you're in a congested or urban area.
"Instead, leave the vehicle immediately for safe shelter."

TOKYO – Japan raised the crisis level at its crippled nuclear plant Tuesday to a severity on par with the 1986 Chernobyl disaster, citing high overall radiation leaks that have contaminated the air, tap water, vegetables and seawater.
Japanese nuclear regulators said they raised the rating from 5 to 7 — the highest level on an international scale of nuclear accidents overseen by the International Atomic Energy Agency — after new assessments of radiation leaks from the Fukushima Dai-ichi plant since it was disabled by the March 11 tsunami.
The new ranking signifies a "major accident" that includes widespread effects on the environment and health, according to the Vienna-based IAEA. But Japanese officials played down any health effects and stressed that the harm caused by Chernobyl still far outweighs that caused by the Fukushima plant.

Tornado flattenened Iowa Town
A large tornado flattened a grain elevator and destroyed homes and buildings on its weekend rampage through the small western Iowa town of Mapleton. Authorities reported no serious injuries.
"It was huge, just huge," said Thomas Mohrhauser, an attorney in the town of about 1,200 people. "It just kept getting bigger and bigger."
Mohrhauser said the tornado appeared to be about a quarter-mile wide when it cut a northwest path through town Saturday evening.
Mayor Fred Standa said one side of town got hit worse than another, but overall he thought about 60 percent had been damaged. He estimated about 20 percent was "almost flat."

* A small, basic kit for you car and bug out bag.
* An intermediate kit for around the home and for traveling.

How to Prepare An Emergency Survival Kit
The Tsunami, Hurricane Katrina and the 911 Terrorist Attacks should have taught each of us that we are only a day away from a disaster. We never know from one day to the next what is going to happen but I do believe that preparations make all the difference. There are several web sites that give instructions on preparing for disasters. One of my favorite sites with instructions on gathering survival supplies and preparing for emergency evacuation is Captain Dave's Survival website. The author developed a list of disaster scenarios to be considered and for each scenario there is a recommendation on how to prepare. I strongly recommend you visit the website, read the various chapters and implement your own survival plan. Many chastised the government for reacting so slowly during the Katrina disaster. I suggest that we consider such a disaster in advance and have an emergency survival kit ready.

Yes, certain buildings around the city are set up as shelters, but if you have identified your own safe house, you won't be trying to beat thousands of others into a shelter, but headed in the direction of a family member or friend with whom you have already worked out specifics related to such an event. If you live on the beach, you will want to identify a place inland where you know you can be safe and not touched by flooding if a Tsunami hits. If your home is in the path of wildfires, what precautions have you taken to ensure you have a place to stay until the threat is over? it is better to have a plan and not need it than to need a plan on the fly.

TOKYO – Japan's government vowed Tuesday to overhaul nuclear safety standards once its radiation-leaking reactor complex is under control, admitting that its safeguards were insufficient to protect the plant against the March 11 tsunami.
The struggle to contain radiation at the complex has unfolded with near-constant missteps — including two workers drenched Tuesday with radioactive water despite wearing supposedly waterproof suits. The unfolding drama has drawn increasing criticism of the utility that owns the plant as well as scrutiny of Japan's preparedness for nuclear crises.
"Our preparedness was not sufficient," Edano told reporters. "When the current crisis is over, we must examine the accident closely and thoroughly review" safety standards.
An AP investigation found that Tokyo Electric Power Co. officials had dismissed scientific evidence and geological history that indicated that a massive earthquake — and subsequent tsunami — was far more likely than they believed.
That left the complex with nowhere near enough protection against the March 11 tsunami.
A massive offshore earthquake triggered the tsunami that slammed into Japan's northeast, wiping out towns, killing thousands of people and knocking out power and backup systems at the coastal nuclear power plant.
More than 11,000 bodies have been recovered, but officials say the final death toll is expected to exceed 18,000. Hundreds of thousands of people remain homeless, their homes and livelihoods destroyed. Damage could amount to $310 billion — the most expensive natural disaster on record.
The mission to stabilize the power plant has been fraught with setbacks, as emergency crews have dealt with fires, explosions and radiation scares in the frantic bid to prevent a complete meltdown.
The plant has been leaking radiation that has made its way into vegetables, raw milk and tap water as far away as Tokyo. Residents within 12 miles (20 kilometers) of the plant have been ordered to leave and some nations have banned the imports of food products from the Fukushima region.

An AP investigation found that Tokyo Electric Power Co. officials had dismissed scientific evidence and geological history that indicated that a massive earthquake — and subsequent tsunami — was far more likely than they believed.
That left the complex with nowhere near enough protection against the March 11 tsunami.
A massive offshore earthquake triggered the tsunami that slammed into Japan's northeast, wiping out towns, killing thousands of people and knocking out power and backup systems at the coastal nuclear power plant.
More than 11,000 bodies have been recovered, but officials say the final death toll is expected to exceed 18,000. Hundreds of thousands of people remain homeless, their homes and livelihoods destroyed. Damage could amount to $310 billion — the most expensive natural disaster on record.
The mission to stabilize the power plant has been fraught with setbacks, as emergency crews have dealt with fires, explosions and radiation scares in the frantic bid to prevent a complete meltdown.
The plant has been leaking radiation that has made its way into vegetables, raw milk and tap water as far away as Tokyo. Residents within 12 miles (20 kilometers) of the plant have been ordered to leave and some nations have banned the imports of food products from the Fukushima region.

SENDAI, Japan (AP) -- U.S. naval barges loaded with freshwater sped toward Japan's overheated nuclear plant on Saturday to help workers struggling to stem a worrying rise in radioactivity and remove dangerously contaminated water from the facility.
Workers at the stricken Fukushima Dai-ichi plant have been using seawater in a frantic bid to stabilize reactors overheating since a tsunami knocked out the complex's crucial cooling system March 11, but fears are mounting about the corrosive nature of the salt in the water.
Plant operator Tokyo Electric Power Co. is now rushing to inject the reactors with freshwater instead to prevent pipes from clogging and to begin extracting the radioactive water, Hidehiko Nishiyama of Japan's Nuclear and Industrial Safety Agency said Saturday.
The situation at the stricken plant remains unpredictable, government spokesman Yukio Edano said Saturday, adding that it would be "a long time" until the crisis is over.
"We seem to be keeping the situation from turning worse," he said. "But we still cannot be optimistic."
The switch to freshwater was the latest tactic in efforts to gain control of the six-unit nuclear power plant located 140 miles (220 kilometers) northeast of Tokyo.
The switch was necessary because of concerns that salt and other contaminants in seawater were clogging pipes and coating the surface of reactor vessels and fuel rods, hampering the cooling process, NISA said.
Defense Minister Yoshimi Kitazawa said late Friday that the U.S. government had made "an extremely urgent" request to switch to freshwater. He said the U.S. military was sending water to nearby Onahama Bay and that water injections could begin early next week.
The U.S. 7th Fleet confirmed that barges loaded with 500,000 gallons of freshwater supplies were dispatched to the Fukushima plant.
Radiation has been seeping from the plant since a magnitude-9 earthquake and an ensuing tsunami on March 11, making its way into milk, seawater and 11 kinds of vegetables, including broccoli, cauliflower and turnips.
Tap water in several areas of Japan, including Tokyo, has shown higher-than-normal levels of radiation. In the capital, readings were at one point two times higher than the government safety limit for infants, who are particularly vulnerable to radioactive iodine.
But levels have fallen steadily since peaking Wednesday, and Tokyo metropolitan officials said Saturday that tap water was now safe for babies to drink.
Just outside a reactor at the coastal nuclear plant, radioactivity in seawater tested some 1,250 times higher than normal, Nishiyama said. He said the area is not a source of seafood and the contamination posed no immediate threat to human health.
However, tests conducted 18 miles (28 kilometers) offshore found radioactive iodine-131 at levels nearing the regulatory limit set by the Japanese government, the International Atomic Energy Agency said. The tests also detected another radioactive substance, cesium-137, at lower levels.
IAEA experts said the ocean will quickly dilute the worst contamination. Radioactive iodine breaks down within weeks but cesium could foul the marine environment for decades.
Nuclear safety officials suspect a breach in one or more of the plant's units, possibly a crack or hole in the stainless steel chamber around a reactor core containing fuel rods or the concrete wall surrounding a pool where spent fuel rods are stored.
Suspicions were aroused when two workers suffered skin burns after unexpectedly encountering water that was 10,000 times more radioactive than levels normally found in the units, NISA said.
Such a breach could mean a much larger release of radioactive contaminants than had been thought. The most likely consequence would be contamination of the groundwater, experts said.
Radioactivity was on the rise in some units, Nishiyama said Saturday.
"It is crucial to figure out how to remove contaminated water while allowing work to continue," he said, acknowledging that the discovery would set back delicate efforts to get the plant's cooling system operating again.
Workers have begun pumping radioactive water from one of the units, Masateru Araki, a TEPCO spokesman, said Saturday.
Plant officials and government regulators say they don't know the source of the radioactive water. It could have come from a leaking reactor core, connecting pipes or a spent fuel pool. Or it may be the result of overfilling the pools with emergency cooling water.
But a breach in the chamber surrounding the reactor core seemed "more likely," Nishiyama said.
The nuclear crisis has compounded the challenges faced by a nation already overwhelmed by the disaster and devastation wrought by the tsunami.
Japanese soldiers and U.S. Marines were clearing away debris so they could keep searching for bodies and bury the dead. The official death toll was 10,151 Saturday, with more than 17,000 listed as missing, police said. Those lists may overlap, but the final death toll was expected to surpass 18,000.
Hundreds of thousands whose homes were destroyed still have no power, no hot meals and, in many cases, have not showered in two weeks. Those living within a 12-mile (20-kilometer) radius of the plant have been evacuated.
Life was also tough in the ghost towns inside a larger voluntary evacuation zone, with most residents choosing to flee and wary truckers refusing to deliver goods.
In Minamisoma, a city of 71,000 about 20 miles (30 kilometers) north of the nuclear plant, all but one or two shops shut their doors because of a lack of goods and customers, said city official Sadayasu Abe.
"Commercial trucks are simply not coming to the city at all due to radiation fears," he said Saturday.
Military troops and some private companies took up the task of delivering rice, instant noodles, bottled water and canned foods to eight central spots in the city, Abe said.
He said the city was urging the 10,000 or so still holding out to leave since the situation at the plant remains precarious.
"Life is very difficult here," he told The Associated Press by telephone. "We have electricity, gas and running water, but no food."

The extensive damage to housing, roads, utilities and businesses across seven prefectures has resulted in direct losses of between 16 trillion yen ($198 billion) and 25 trillion yen ($309 billion), according to a Cabinet Office estimate Wednesday.
The losses figure is considerably higher than other estimates. The World Bank on Monday said damage might reach $235 billion. Investment bank Goldman Sachs had estimated quake damage would be as much as $200 billion.
If the government's projection proves correct, it would top the losses from Hurricane Katrina. The 2005 megastorm that ravaged New Orleans and the surrounding region cost $125 billion, according to the Insurance Information Institute.

An unfounded scientific assertion by a nonscientist has swept across the Web like a tsunami over the past few days. In an article in Newsweek, writer Simon Winchester claimed that the 9.0-magnitude Japan earthquake, following close on the heels of recent quakes in New Zealand and Chile, has ratcheted up the chances of a catastrophic seismic event striking in California.
In his article, "The Scariest Earthquake Is Yet to Come," Winchester pointed out that all three of those recent earthquakes occurred along faults on the edge of the Pacific Plate — the giant tectonic puzzle piece under the Pacific Ocean — and that this also butts up against the North American plate along the San Andreas Fault.
"[A] significant event on one side of a major tectonic plate is often … followed some weeks or months later by another on the plate’s far side," he wrote. "Now there have been catastrophic events at three corners of the Pacific Plate — one in the northwest, on Friday; one in the southwest, last month; one in the southeast, last year. That leaves just one corner unaffected — the northeast. And the fault line in the northeast of the Pacific Plate is the San Andreas Fault, underpinning the city of San Francisco."
Winchester claimed that the geological community is "very apprehensive" about these earthquakes triggering a massive California quake. Life's Little Mysteries, a sister site to LiveScience, checked that claim with a panel of geophysicists.
"There is no evidence for a connection between all of the Pacific Rim earthquakes," Nathan Bangs, a geophysicist who studies tectonic processes at the University of Texas Institute for Geophysics, told Life's Little Mysteries. "I don't know what the basis is for the statements and implications in the Newsweek article, but there is no evidence that there is a link."
U.S. Geological Survey (USGS) earthquake geologist David Schwartz, who heads the San Francisco Bay Area Earthquake Hazards Project, concurred. "Simon Winchester is a popular science writer, not a scientist," Schwartz said. "I'm not saying we won't have an earthquake here in California at some point in the future, but there really is no physical connection between these earthquakes."
Schwartz explained that earthquakes can indeed cascade, with one setting off another — but only locally. "When an earthquake happens, it changes the stress in the vicinity around it, and if there are other faults nearby, this increase in stress can trigger them and produce more earthquakes. In other places, it relaxes the crust and puts earthquakes off," he said.
In New Zealand, for example, a 7.1-magnitude earthquake that rumbled 20 miles northwest of the city of Christchurch in September triggered the much smaller 6.3-magnitude that occurred closer to the city in February. The 1906 San Francisco earthquake, on the other hand, relaxed nearby faults, which has placed the region in a relatively quake-free "stress shadow" for the past 100 years. "But these static stress changes occur in a relatively restricted region," Schwartz said. The effects of the stress changes aren't just anybody's guess, either: Scientists can produce very accurate computer models of the local stress transfer.
Rich Briggs, a USGS geologist whose work focuses on how earthquakes happen, explained another way in which earthquakes can cascade. "The other way earthquakes affect their neighbors is that when a fault ruptures, it sends out seismic waves that in the case of large earthquakes can even circle the globe. In some cases, this 'dynamic stress transfer' increases seismicity," Briggs told Life's Little Mysteries. "But that only happens as waves go by, in the minutes that it takes the waves to travel out from the fault zone."
The dynamic stress transfer induces aftershocks immediately after the initial seismic event — not days, months, or years after. Because the 9.0-magnitude earthquake that hit Japan can only alter regional faults, the dynamic stress transfer process is the only way to set off a similar reaction in California. Heartbreaking reality
TOKYO – There are events in history that sear themselves into the world's collective imagination, and enter the realm where myth meets heartbreaking reality.
Japan's tragedy is one of those events. Already, it seems reasonable to surmise it could prove one of the most significant calamities of our time — one that shapes policies, economies, even philosophies for decades to come in an increasingly interconnected world.
There is the sheer, surreal force of the images emerging from afflicted zones: cars perched on rooftops, ships sitting in rice paddies, helicopters in a David-and-Goliath battle against radiation-spewing nuclear reactors.
And the way it haunts us with some of our most basic fears: Death by water. Or rubble. Or nuclear fallout.
Add to that, it's a crisis with an impact that will be felt around the planet: Japan is one of the most advanced countries in the world, its third-largest economy, its most successful car-seller and its second-most generous giver of foreign aid.
"This event has the potential to be the most globally disruptive natural hazard in modern times," said Rob Verchick, a disaster expert at Loyola University in New Orleans. "And it may just be, in the context of globalization, of all time."
The Asian tsunami of 2004 killed more people. The fall of the Twin Towers launched two wars. The collapse of the Berlin Wall spelled the end of an empire.
But in this event, psychological, even philosophical, shock over the confluence of human tragedy and nuclear catastrophe yields some fundamental questions. If a technological power like Japan can be so vulnerable, who's safe? Is even minimal risk, as with nuclear power, too much risk? Do we need to rethink the role of government in protecting the public?
Shaking us from modern-day hubris, we're forced to think about whether even the most advanced societies, with almost obsessively meticulous safety backstops, are still pitifully at the mercy of the elements.
But amid tragedy, Francis Fukuyama, the eminent Stanford philosopher and author of "The End of History and the Last Man," sees the possibility for the crisis to become a galvanizing force for political change in the world.
"It does seem to me a natural disaster like this, because it reminds everybody of how commonly vulnerable they are, could be used as an opportunity to reshape the whole tone and character of politics," Fukuyama told The Associated Press.
The unbelievable sight of rich Japan — famous for trains running like clockwork, state-of-the-art gadgets, concern for safety and order — laid low by a freak force of nature beyond human control has been a terrifying wake-up call. On Friday, Japan's government acknowledged that the triple blow of quake, tsunami and nuclear disaster completely overwhelmed even its elaborately laid out, and fastidiously practiced, emergency response systems.
"The unprecedented scale of the earthquake and tsunami that struck Japan, frankly speaking, were among many things that happened that had not been anticipated under our disaster management contingency plans," said Chief Cabinet Secretary Yukio Edano.
There's another great earthquake that changed the world: Lisbon, 1755. The tsunami-churning temblor flattened the Portuguese city, killed tens of thousands of people, and caused Enlightenment thinkers to re-imagine the role of government and community.
Experts say this crisis could become another historical turning point that may alter mankind's perception of its relationship to the world, and societies' relationship with one another in an age of globalization.
"What the Lisbon earthquake experience contributed to Western history (was) this move of government being responsible to its people and protecting them in a community-driven way," said Verchick. "Is there anything like that that might happen as a result of the Japan tsunami and earthquake and nuclear disaster? I think that the answer is yes. It's related to the idea of global community."
Already the crisis is triggering an urgent rethink of nuclear power around the world, from China to Germany, where pressure is building to sharply accelerate a plan to phase out nuclear energy.
"Fukushima, March 12: 15:36: The End of the Nuclear Age," read the cover of the Germany's prestigious Der Spiegel magazine — referring to the exact time an explosion rocked the Fukushima Dai-ichi nuclear plant where workers are racing to prevent a meltdown.
While the Asian tsunami and last year's earthquake in Haiti triggered an enormous outpouring of worldwide sympathy and aid, the Japan catastrophe is one where people in industrialized countries can more easily see themselves in the victims' shoes.
"One of the things that make this a unique situation is that it is a catastrophic event with incredible terrifying loss that's occurring in a country that is also wealthy," said Verchick, author of the book Facing Catastrophe: Environmental Action for a Post-Katrina World.
Verchick said that in New Orleans, many people who lived through Hurricane Katrina are watching the scenes in Japan with a sense of gut-wrenching familiarity, with some even experiencing symptoms associated with post-traumatic stress disorder.
The Japan tsunami will go down in history as the more significant disaster, according to James Orr, professor of East Asian studies at Bucknell University. Not because of any difference in suffering, but because its effects will be felt around the planet in a more direct way. "Katrina was very much a regional disaster," he said.
And that global punch is given more force from the historic speed with which the images of devastation reached every corner of the planet.
"People all over the world have the ability to almost immediately see the disaster on the ground," said Verchick. "And that actually produces psychological and social changes in people and communities all over the world."
Japan's tragedy is one of those events. Already, it seems reasonable to surmise it could prove one of the most significant calamities of our time — one that shapes policies, economies, even philosophies for decades to come in an increasingly interconnected world.
There is the sheer, surreal force of the images emerging from afflicted zones: cars perched on rooftops, ships sitting in rice paddies, helicopters in a David-and-Goliath battle against radiation-spewing nuclear reactors.
And the way it haunts us with some of our most basic fears: Death by water. Or rubble. Or nuclear fallout.
Add to that, it's a crisis with an impact that will be felt around the planet: Japan is one of the most advanced countries in the world, its third-largest economy, its most successful car-seller and its second-most generous giver of foreign aid.
"This event has the potential to be the most globally disruptive natural hazard in modern times," said Rob Verchick, a disaster expert at Loyola University in New Orleans. "And it may just be, in the context of globalization, of all time."
The Asian tsunami of 2004 killed more people. The fall of the Twin Towers launched two wars. The collapse of the Berlin Wall spelled the end of an empire.
But in this event, psychological, even philosophical, shock over the confluence of human tragedy and nuclear catastrophe yields some fundamental questions. If a technological power like Japan can be so vulnerable, who's safe? Is even minimal risk, as with nuclear power, too much risk? Do we need to rethink the role of government in protecting the public?
Shaking us from modern-day hubris, we're forced to think about whether even the most advanced societies, with almost obsessively meticulous safety backstops, are still pitifully at the mercy of the elements.
But amid tragedy, Francis Fukuyama, the eminent Stanford philosopher and author of "The End of History and the Last Man," sees the possibility for the crisis to become a galvanizing force for political change in the world.
"It does seem to me a natural disaster like this, because it reminds everybody of how commonly vulnerable they are, could be used as an opportunity to reshape the whole tone and character of politics," Fukuyama told The Associated Press.

Japan to rebuild
TOKYO – Japan's prime minister is calling on all the nation to unite in rebuilding the country from scratch.
Prime Minister Naoto Kan told a national television address Friday that, "We will rebuild Japan from scratch. We must all share this resolve."
Kan exhorted all Japanese not to be discouraged and to carry on with working hard, just as they have rebuilt Japan in the past. He said the massive earthquake and tsunami disaster and ensuing nuclear crisis were a "great test for the Japanese people."

TOKYO (AP) -- Japan's central bank pumped billions more into the financial system Tuesday to quell fears that the country's banks could be overwhelmed by the impact of the massive earthquake and tsunami. Stocks slumped for a second day as a nuclear crisis escalated.
Two cash injections totaling 8 trillion yen ($98 billion) came a day after the Bank of Japan fed a record 15 trillion yen ($184 billion) into money markets and eased monetary policy to support the economy in the aftermath of Friday's 9.0 magnitude quake that has killed thousands.
The injections have helped stabilize currency markets. But stock markets dived for a second day as investors unloaded assets amid escalating worries of a nuclear crisis.
The benchmark Nikkei 225 stock average slid as much as 14 percent after Prime Minister Naoto Kan warned residents near a damaged nuclear power plant in tsunami-ravaged northeastern Japan to stay inside or risk getting radiation sickness. It closed Tuesday down 10.6 percent at 8,605.15.
Radiation is leaking from damaged reactors at the crippled plant in a dramatic escalation of the 4-day-old catastrophe. Kan said there is dangers of more leaks and told people living within 19 miles (30 kilometers) of the Fukushima Dai-ichi complex to stay indoors.

But authorities did not say why, and the precise cause of the explosion and the extent of the ongoing danger were not clear.
Japan dealt with the nuclear threat as it struggled to determine the scope of the earthquake, the most powerful in its recorded history, and the tsunami that ravaged its northeast Friday with breathtaking speed and power. The official count of the dead was 686, but the government said the figure could far exceed 1,000.
Teams searched for the missing along hundreds of miles of the Japanese coast, and thousands of hungry survivors huddled in darkened emergency centers that were cut off from rescuers and aid. At least a million households had gone without water since the quake struck. Large areas of the countryside were surrounded by water and unreachable.
The explosion at the nuclear plant, Fukushima Dai-ichi, 170 miles northeast of Tokyo, appeared to be a consequence of steps taken to prevent a meltdown after the quake and tsunami knocked out power to the plant, crippling the system used to cool fuel rods there.
The blast destroyed the building housing the reactor, but not the reactor itself, which is enveloped by stainless steel 6 inches thick.
Inside that superheated steel vessel, water being poured over the fuel rods to cool them formed hydrogen. When officials released some of the hydrogen gas to relieve pressure inside the reactor, the hydrogen apparently reacted with oxygen, either in the air or the cooling water, and caused the explosion.
